EOR collaborates on study of watershed-based management & permitting

EOR joined with Smith Partners law firm to examine options for improved watershed-local MS4 collaboration in the BWSR sponsored study of "Watershed-based Management and Permitting". The study focused on developing practical approaches toward achieving more integrated watershed management. A key component of the study involved gathering input from stakeholders involved in watershed management; nearly 150 stakeholders shared comments through a series of listening sessions, an online survey, and pilot studies involving MS4 communities and watershed management organizations (WMO).

Key Findings & Recommendations include:
- There are no significant legal barriers to improved collaboration
- Collaboration is likely to result in cost savings to the state and local
units
- State stormwater management agencies should collaborate to improve alignment of water planning processes
- MPCA should evaluate potential changes to the General MS4 Permit to allow SWPPPs to be integrated into local water plans
- The State Stormwater Steering Committee should pursue implementing the recommendations.
