NPDES General Permit Assistance
EOR provided assistance to the US EPA Region 5 in revising the surface coal mining General Permit. Revisions incorporated include water quality standards and criteria consistent with the April 2010 EPA Guidance for Section 402 Permitting. The revisions also integrated aquatic life standards for sulfate and other chemicals of interest based on state monitoring program data, with the goal of protecting water resources in southeastern Ohio. Agreement over standards and other permit conditions was based upon broad, staff- level discussion between federal and state EPA agencies. Fact sheets and guidance were also prepared for distribution to stakeholders and the general public.
