Meredith has 20 years of experience in cultural resources management with an emphasis in governmental compliance and regulatory review, having developed regulatory risk assessments, led and managed archaeological field crews, conducted environmental, migratory bird, and cultural surveys, and monitored for various consulting firms. Her work includes Class/Phase I, II, & III cultural surveys, evaluations, and data recovery efforts, and Phase I & II Environmental Site Assessments (ESA). She specializes in providing cultural and regulatory reviews for proposed and ongoing projects – including civil works and utility/infrastructure-focused efforts.

As EOR’s cultural resources lead, Meredith provides strategic planning and risk assessment for complex regulatory challenges and advises on EOR’s projects that intersect with federal laws, including the National Environmental Policy Act (NEPA), the National Historic Preservation Act (NHPA) and its implementing bylaws (i.e., Section 106), and the Native American Graves Protection and Repatriation Act (NAGPRA), among others, as well as state and local laws governing cultural resources. She works collaboratively with government agencies, tribes, and clients to draft and support implementation of documents such as Programmatic Agreements (PAs), Memoranda of Understanding (MOUs), and Memoranda of Agreement (MOAs), and coordinates with state review agencies, such as the State Historic Preservation Offices (SHPO), the Office of the State Archaeologist (OSA), and other significant stakeholders, including State Departments of Transportation (DOT) and local Historic Preservation Commissions (HPC)s.

Additionally, Meredith and has extensive experience working and collaborating with Native American tribes, tribal communities, and Tribal Historic Preservation Officers (THPOs), as well as other interest groups with an emphasis on stakeholder engagement and client relations.
