Brighton Stormwater Master Plan Class EA
A plan for managing stormwater in Brighton was needed to address the shortcomings of past approaches, such as conventional pipe-and-pond systems, and lack of maintenance. The system was ineffectively protecting valuable coldwater streams and was not resilient to extreme water levels in Lake Ontario.
EOR developed a Stormwater Master Plan Class Environmental Assessment to introduce updated best practices (e.g. Low Impact Development), prioritize neighbourhoods for capital improvements, and establish a comprehensive maintenance program.
The implementation plan was also supported by a funding strategy through a variety of sources, including a new Stormwater User Fee.
Client Benefits
- Developed a detailed PCSWMM model of the Municipality’s network of storm sewers and ponds with over 600 catchments and 1700 nodes to prioritize solutions to capacity issues and plan for resiliency to more extreme high lake levels.
- Approved implementation plan with Funding strategy to support the establishment of a Stormwater User Fee and securing grant funding.
- Maintenance program addressed Municipality’s obligations; improving level of service.
