Canadian Stormwater Management Guidance Manual

In 2015, Ontario's Ministry of Environment and Climate Change (MOECC) initiated the process to develop a new Stormwater Management Guidance Manual. EOR was engaged on this project as a sub-consultant and provided professional services for several aspects, including participation in project workshops. EOR created content, provided feedback, performed a jurisdictional scan, and assisted in the review of a White Paper. The White Paper discussed various processes for establishing volume reductions to address specific water quality impairments in specific waterbodies and compared MOECC's current standards to potential water budget standards. The scan discussed potential best management practices available to be adopted by the Stormwater Management Guidance Manual. It reviewed and compared Minnesota's Minimal Impact Design System (MIDS), the Chesapeake Bay States' stormwater volume controls, and the Lake Simcoe stormwater management criteria. The scan also collected and reviewed five other jurisdictions' stormwater management approaches from North America, Europe, and Australia. EOR also assisted in writing draft and final versions of a Runoff Volume Targets Report, evaluated stormwater management tools, and assisted in drafting the final Model Criteria Report.
