Every landscape tells a story. Beneath fields, along riverbanks, and inside historic buildings are the traces of the people who came before us: their homes, gathering places, sacred places, and ways of living. At EOR, our Secretary of the Interior-qualified cultural resource specialists help communities and clients protect these stories as they plan for the future.

We believe that interpreting the past with care and authenticity is the foundation for building a present and future that respect it. 


 Any project that includes some level of ground disturbance also includes the potential for encountering cultural resources. Ground disturbance can include land development, infrastructure placement, stream and wetland restoration, utility work, and grading. Cultural resources include archaeological sites, historic buildings and structures, earthworks and burial mounds, traditional cultural places, and other landforms or materials that people created or shaped.

Finding these resources late in a project can lead to costly delays, redesigns, and strained relationships. Our team identifies and evaluates cultural resources early, so you can plan with confidence, stay compliant, and keep your project on schedule and on budget. The regulations governing cultural and environmental resources can be complex, nuanced, and shifting. EOR's specialists work closely with federal, state, and local agencies, Tribal governments and representatives, and community stakeholders to guide you through the process and to help you build sustainable, practical strategies to manage risk on projects of any size.

  • Cultural Resource Risk Management/Assessment & Screening:
    Desktop research, records searches, and historical map review to spot potential concerns early.
  • Archaeological Surveys:
    Phase I identification, Phase II evaluation, and Phase III data recovery or mitigation, when needed.
  • Section 106 and NEPA Compliance:
    Integrating the National Environmental Policy Act (NEPA), the National Historic Preservation Act (NHPA) and Section 106 of the NHPA, and state historic preservation laws.
  • Agency and SHPO/THPO Coordination:
    Clear communication with State and Tribal Historic Preservation Offices and federal, state, and local regulators.
  • Tribal and Indigenous Engagement:
    Respectful, relationship-based consultation with Tribal Nations, First Nations, and Indigenous communities.
  • Construction Monitoring and Unanticipated Discovery Plans:
    On-site archaeological monitoring and clear protocols in case something unexpected is found during construction.
  • Education and Outreach:
    Sharing artifact identification methods, regulatory knowledge, and local history with communities, clients, and agencies.

EOR's Cultural Servicess Lead:
